The Great Depression: Deja vu all over again

No, it’s not quite the Great Depression in the America — not yet anyway. In the 1930s, unemployment was at 25% compared to only about 6% today. While more layoffs are expected next year, members of the National Association of Business Economists believe unemployment will rise to just around 7%. Even assuming that the US$700 billion bailout fails, economic forecasters estimate the unemployment rate to rise between 10% and 12%, still less than half of the 1930s scenario.

In terms of economic growth, the Great Depression saw the gross domestic product plummet by 13% in 1932. That’s a far cry from the expected 1.1% drop this last quarter of 2008, even assuming the bailout fails to jumpstart the flow of credit. Economists surveyed by CNNMoney.com surmised that in a worst-case scenario the GDP may drop by a maximum of 4%.

What made the 1930s crisis spin out of control was the lack of social safety net programs, including Social Security, unemployment benefits and insurance on people’s bank deposits. In addition, the fact that economic managers now have the benefit of hindsight (thus avoiding policies that directly aggravated the problem, such as the tightening of credit and the closing or protection of domestic markets) makes the specter of another Great Depression less likely.

Prudently allocating hundreds of billions of dollars (in addition to the US$700 bailout) in an active, diverse, and innovative New Deal-type approach to spur the economy will be the extraordinary medicine required to treat a massive heart attack that has now beset the US economy. President-elect Obama’s plan to fund major infrastructure projects and innovation in green technology is not only good in the short term; it will also help the US build its long-term capacity to compete. And creating a generation of new environmentally friendly technologies may be the new industry that will rejuvenate the US economy the way cars and personal computers drove economic prosperity in the past.

I suspect the worse problem America is now facing is not so much the lack of policy solutions to a major macroeconomic downturn but how to deal with one basic economic fundamental: a consumer-driven economy will work only when it’s sustainable — when people spend more than they can afford, then any “prosperity” is a sham and is bound to fall apart like a stack of cards.

Unfortunately, indicators are not exactly good. According to MarketWatch, 43% of Americans spend more than they earn. The average household now carries some US$8,000 to US$10,000 in credit-card debt. Savings is in the negative territory, from an 11% savings rate in 1984.

Only a few years ago Americans were using their homes as a cash cow — assuming that rising home prices would leave them ahead of the game. Now with the housing market tanking and huge chunks of retirement accounts falling off to the ground zero of the financial meltdown, the average American has nothing much to draw from. Those who are about to retire are hit the hardest: a couple who may have painstakingly amassed US$600,000 in retirement money are now left with only around US$360,000, assuming the typical drop of 40% in the equity market since the unraveling of Wall Street last year. Younger people whose time horizons are longer can afford (or like to believe they can afford) to sit it out and expect to recover their investment and then some.

Bottom line: While there are practical macroeconomic solutions to the current credit crisis, Americans need to start spending within their means or any recovery will be artificial and fleeting. How can Americans move from a negative savings to a positive savings territory? I suspect that is the question that should underlie any real solution to America’s biggest economic crisis since the Great Depression. Simply lowering unemployment is clearly not sufficient, as the decline in savings actually occurred in an era when unemployment was historically low. Arguably, the problem boils down to personal values and discipline, which the government can’t really legislate. Ultimately, compelling incentives will have to be provided at the microeconomic level if America is to start mitigating a rather steep economic decline.

Mayor Nasser Pangandaman, Jr. GOOFBall Bully of Philippine Golf

Ellen Tordesillas of Malaya observes the blogosphere outrage on the outrageous uncivilized feudal lords finding themselves out of place and unworthy to be in the elitist playground. Yeah, Golf is an elite recreation in the Philippines and to see such incident of savagery in the tee is unfathomable but that is the Philippines alright where anything goes. GOOFBall Nasser Pangandaman,JrManuel Quezon III points out the impunity and once again we see familiar bloggers out there filling the slack from journalist on holiday buzzing the net on yet another scandalous incident. Fools will be fools and one lady who thinks she was being funny learned her lessons the hard way when bloggers unite and spoke out they are heard loud and clear, enough to influence public opinion. It almost ended her career as a lifestyle writer and it was almost over even though the Fat Lady did not have a chance to sing, lol.

It appears that a former classmate of brothers Uday and Qusay Hussein.............ooops wrong brothers I meant Nasser and Hussein Pangandaman during their student days in Cagayan de Oro are wimps wrecking havoc in school according to one named Shimvita posting a comment at MLQ III. Hmmmn if this is true it is no wonder that I confused them with the infamous brothers Uday and Qusay sons of Saddam Hussein known for the same entitlement and abuses befitting bully monster excuse of a human being. A quote from Shimvita:
If you really sympathize with the De la Paz’s, I urge u to ask other bloggers as well to encourage people who have been victimized by the pangandamans to come forward to solidify in pursuing the crime committed.
I hear you Shimvita, if anyone out there who was victimized by the Pangandaman brothers now is the time to come forward.

Gloria Macapagal Arroyo’s newly appointed Mindanao “peacemaker” and DAR Secretary Nasser Pangandaman seems like shedding crocodile tears with these sorry excuse of an apology:
"Humihingi ako ng paumanhin sa nangyari [I am apologizing for the incident]. As a government official, hindi ko rin gusto ang nangyari [I also did not want what happened]. Nasaktan ang pamilya ko, nasaktan din ang pamilya de la Paz [My family got hurt and so did the family of De la Paz] ... Hindi ko tinatalikuran ang responsibility ko [I am not turning back on my responsibility] as a government official and a father," Pangandaman said.
Huh? How in the name of Garcified cheating did your family got hurt when they beat the crap out of the 14 year old boy Bino and his Father Delfin de la Paz in the presence of their 18 year old daughter Bambee? How about resigning the cabinet and as Mindanao peacemaker unless the intent was to create more chaos and intensify the war then you can stay and make the warmongers happy.

Now what’s up with Malacañang jokers of the garcified kind doing, spewing moronic sound bytes as if they know what is just and fair. I say loose the fairness stance and just order the injustice department of SiRAUL O. GOONzales to order an impartial investigation. And that can only happen if Nasser Pangandaman Sr. and Nasser Jr. take a leave of absence so as not to unduly influence the process.

Right now I sense a whitewash and worse witness intimidation when the Antipolo police are not getting any cooperation. But then again who would cooperate with a small police agency against powerful hooligans belonging to the maladministration of one with a Garcified mandate? How about calling on the National Bureau of Investigation to do the investigation if they are not corrupted yet or intimidated by these warlords? Here are the names of the other accused aside from Nasser Pangandaman, Jr. (I just don't know why Sec. "peacemaker" Nasser Pangandaman, Sr. was not included?) that will be named in the complaint to be filed or hopefully been filed as of this writing:

Hussein Pangandaman, Faisal Abdula, Adnan Pacasum, Rene Maglanque (suspected Jueteng Bagman) and Arnel Estacio.

Nasser "Peacemaker kuno" Pangandaman should shut his trap errrr stop issuing statements according to Senator Kiko Pangilinan which is how it should be but then again this is the Philippines where oftentimes might is right. At least Kiko is telling Nasser Sr. to stop yapping, the nerve of this do nothing peacemaker when he should have done his yapping during the "brawl" which is actually beating the helpless victims by telling his problematic sons to stop their hooliganism, to quote:
A Cabinet Secretary of the Arroyo government speaking on behalf of those accused even if they are his children can duly influence the course of the ongoing investigation. In the interest of a having an impartial investigation on the incident, I advise Sec. Pangandaman to refrain from issuing statements defending his sons. Let the accused, one of which is a mayor of Masiu, Lanao del Sur, defend themselves.
There are 2 sides to a coin and in the interest of fair play to which these morons probably have no clue so used to might is right. Will someone please tell these idiots that no one is buying their telling their side of the story telling a lie of the incident. It was obvious that a 56 year old father with his 14 year old son and 18 year old daughter is not in a position to instigate or attack 5 armed grown men. Excuse me Mr. do nothing “Peacemaker” but your slip is showing and for one of the hoodlums to make a sorry excuse that they mistook 14 year old Bino for a man because he was tall just will not cut it. He maybe a teenager but he is still a child and your son being a mayor should know better that misunderstandings or arguments are settled through reason not brawn. A person who resorts to violence only shows his puny brain that cannot handle civilized discourse and instinctively reacts like a horde of wild untamed animals.

It is sad that the management and security of the Valley Golf and Country Club did not protect the De la Paz Family. While they suspended the membership of the Pangandamans, it is not enough. They should expel them for life! Furthermore, they should encourage witnesses to come out if they want to regain the golfers trust and if they allow these bullies to intimidate them I am sure no golfer in their right mind will set foot in a country club where uncivilized thugs turn their place into a criminal haven. I say never ever make a mistake of following in the footstep of Malacañang and other government agencies where mafiosi type criminals in politicians clothing abound or is this the norm now in the Philippines where criminals outnumber peaceful law abiding citizens.

I say we need more noise and I offer this King Kong image (medium, small & thumbnail) or the whack a mayor BULLY GOOFBall errr golf ball (medium, small & thumbnail) to fellow bloggers to help stop the shenanigans lest we get victimized the next time around by these hoodlums. If you are a golfer why not get that GOOFBall errr golf ball in the hoodlums' likeness and whack away at the driving range.......... I say don't mess with the Zohan errr I meant bloggers and Bambee is a fellow blogger that we must support until her family gets the justice they deserve........... or better yet how about extending this to all the victims of injustices in the Philippines such as the desaparecidos Jonas Burgos, Luing Posa-Dominado, the dispossesed farmers that Pangandaman should be looking after, the undocumented migrant children in Sabah, and so many more to make the Philippines a better place to live in.........

Sign the petition in support of Ang Kapatiran Party's call for the resignation of DAR Secretary Nasser Pangandaman, Sr. and his son Mayor Nasser Pangandaman, Jr. for conduct unbecoming of a public official in violation of public trust.

Filipino new chair for movements in Archdiocese of Washington

AdoPaglinawanAdolfo Q. Paglinawan, national council member and regional coordinator for the mid-atlantic and southeast regions of Couples for Christ USA affiliated with CFC for Family and Life, succeeds Rick McKinney of the Mother of God Community for a two-year term as chairman of the Association of Ecclesial Movements and New Communities (and Third Orders) in the Archdiocese of Washington.

Paglinawan, together with his wife Margareth, is also CFCFFL’s missionary couple to the Caribbean Islands , and West and Central Africa; and heads the organization’s Secretariat based in Washington DC . They have six children and five grandchildren.

The incoming chairman brought Couples for Christ to the United States in April 1986 when he came to this country as a former diplomat of the Philippines . In fact in the Metro-Washington DC area, Paglinawan is better known as the former press officer of the Philippine Embassy. He also served as the Special Assistant of Ambassador Emmanuel Pelaez both in Washington DC and the Philippine Mission to the United Nations in New York .

His wife Margi and he conducted the first Christian Life Program in Springfield VA in September of the same year, and made representations with the late Cardinal James Aloysius Hickey, then Archbishop of Washington, for CFC recognition as a lay association.

During the infancy of CFC in the United States , he worked closely with the charismatic movements in the tri-state of Virginia , Maryland and DC, and later nationally starting in the other East Coast states of New Jersey , New York and Florida , in the Midwest states of Illinois and Texas , and at the West Coast in California . For the charismatics, Paglinawan organized marriage retreats and established three missions for evangelist couple Lito and Edith Urgino to the United States in 1988, 1990 and 1992.

Paglinawan also opened CFC in Japan in 1995 and Cameroon in November 2006. The birthing of Cameroon CFC is significant because it has been the largest in the organization’s history, outside of the Philippines . Three hundred three lay men and women plus eleven clergy took the inaugural Christian Life Seminar in Buea of its southwest province with the collaboration of now Bishop-emeritus Pius Awah.

The incoming chairman himself took the Christian Life Seminar (CLS) in 1981 in Manila , Philippines under the auspices of Ligaya ng Panginoon (Joy of the Lord), the mother community of Couples for Christ.

At about the same time Ligaya was founding a family life outreach with 16 couples also being initiated into the movement through the CLS. It was later named by the founding participants themselves, and incorporated in 1984 as Couples for Christ Foundation Inc. (CFCFI).

Couples for Christ is now in every town in the Philippines , 30 states in the US , 20 in Latin America —a total of 160 countries worldwide. It was officially granted Vatican recognition by the Pontificium Concilium Pro Laicis on April 25, 2005 on the feast of St. Mark the Evangelist.

To learn more about the ecclesial movements in the association in the Archdiocese of Washington, here list together with their respective websites: Bukas Loob Sa Diyos Covenant Community, The Catholic Charismatic Renewal, The Catholic Worker Movement, Communion and Liberation, The Community of Sant’Egidio, Couples for Christ Foundation for Family and Life, Cursillo, Faith and Light, The Families of Nazareth Movement, The Focolare Movement, Handicapped Encounter Christ, L’Arche, The Legion of Mary, The Madonna House,Mother of God Community, The Neocatechumenal Way, Prayer and Life Workshops, Regnum Christi, The Schoenstatt Movement (German Schönstatt), Teams of Our Lady, Worldwide Marriage Encounter.

On Resuming the GRP-MILF Peace Talks

OFFICIAL STATEMENT
Moro Islamic Liberation Front
Central Committee
December 26, 2008

The call to stop the current fighting in Mindanao and resume the GRP-MILF Peace Talks from the international community particularly the European Union (EU), the Organization of the Islamic Conference (OIC), Japan, and other states, and several local and international organizations including those affiliated with the United Nations, is not only timely but a very welcomed development. The MILF always values and pursues the track of peace and negotiation, which the late MILF chairman Salamat Hashim described as “the most practical and civilized way” of solving the age-old Moro Problem and the armed conflict in Mindanao. As facts of the 11-year peace talks clearly indicated, the MILF has always given the peace talks the chance to succeed, but the main stumbling block is the Philippine government. The best evidence is its refusal or failure to sign the “initialed” Memorandum of Agreement on Ancestral Domain (MOA-AD) in Putrajaya, Selangor, Malaysia on August 5, 2008.

The MILF is open to resume the “collapsed” or stalled GRP-MILF Peace Talks. To show that the MILF is committed to the peace talks, the MILF Peace Panel has not been disbanded despite the hasty exit of the GRP Peace Panel. We are also observing the ceasefire agreement despite the sustained and massive offensive of the Armed Forces of the Philippines (AFP) conducted against so-called three rogue commanders of the MILF, which spilled over to areas of other MILF base commanders and did not only widen the theater of war in Mindanao but also resulted into a “humanitarian crisis” of grand scale. More than 600,000 civilians or evacuees or internally displaced persons (IDPs) were uprooted from their homes and farmlands. They are in evacuation centers, in public or even private buildings or empty lots or are accommodated by relatives and friends.

The debacle in Malaysia still haunts us. We do not want to repeat this bitter experience, which is mainly the consequence of lack of government’s political will and diplomatic finesse or accountability. In view of these, the MILF finds it necessary to come out with this declaration:

  1. Before the GRP-MILF Peace Talks resume, there must be an international guarantee composed of states or association of states, which will provide guarantee that both the GRP and MILF will honor and implement agreement or agreements forged by the parties. This will give the assurance that the MOA-AD tragedy will not be repeated anymore;

  2. Both sides resolve the issue of the MOA-AD which the MILF viewed as “done deal” in contravention to GRP’s “no deal” and “unconstitutional” stance;

  3. The International Monitoring Team (IMT) will be allowed to discharge its duties and functions, as contained in the IMT Term of Reference (TOR) including the investigation of all the violations of the ceasefire since July 1, 2008 up to the present;

  4. The AFP immediately cease military offensive in Mindanao against the MILF even in the guise of running after its three “rogue commanders”, pursuant to and in compliance with the Security Aspect of the Tripoli Agreement on Peace on June 22, 2001 in order to put a halt to the mass evacuation of people as well as the accompanying destruction to houses, farmlands, working animals, and other properties, pursuant to the Relief, Rehabilitation, and Humanitarian Aspect of the same Agreement; and

  5. Malaysia will stay as facilitator of the peace talks.

Rejoinder to the Auto Bailout (Part 2)

When I wrote about the US auto bailout sometime ago it raised some eyebrows. Some bloggers could not understand how a former diplomat and a current missionary like me had a command of the auto industry.

As I have explained it, I was lucky to log 14 years of my career after college with Toyota in the Philippines; the first two while servicing the advertising needs of the brand and the last twelve years helping run one of the top Toyota dealerships in Manila. The experience enabled me to be sent not only to Japan, but to Thailand, Malaysia, Indonesia, Singapore, and even California to train in various facets of automotives from technical mechanics, design dynamics, and high pressure sales and market development.

That greatly enhanced my sensitivity to management styles from both the perspectives of the east and the west that makes me say that the Americans will have to change many of their paradigms when competing especially with the Japanese auto makers.

For instance, General Motors has spent the last thirty years moving all its factories out of the US, claiming they can't make money paying American wages. Paradoxically, Toyota has spent the last thirty years building more than a dozen plants inside the US. This last quarter shows Toyota making 4 billion in profits while GM racked up 9 billion in losses.

The US senators of course blame the unions and other American pundits will spend years scratching their bald heads trying to figure out what has gone wrong but perhaps to shorten their research, they can start with this anecdote:

Two car companies, one Japanese another American, decided to have a canoe race on the Missouri River. Both teams practiced long and hard to reach their peak performance before the race. But on the big day, the Japanese won by a mile.

The Americans, very discouraged and depressed, decided to investigate the reason for their crushing defeat. A management team made up of senior management was formed to investigate and recommend appropriate action. Their conclusion was .......

The findings: the Japanese had 8 people rowing and 1 person steering, while the American team had 8 people steering and 1 person rowing.

Feeling a deeper study was in order, American management hired a consulting company and paid them a large amount of money for a second opinion. They advised, of course, that too many people were steering the boat, while not enough people were rowing.

Not sure of how to utilize that information, but wanting to prevent another loss to the Japanese, the rowing team's management structure was totally reorganized to 4 steering supervisors, 3 area steering superintendents, and 1 assistant superintendent steering manager.

They also implemented a new performance system that would give the 1 person rowing the boat greater incentive to work harder. It was called the 'Rowing Team Quality First Program,' with meetings, dinners, and free pens for the rower. There was discussion of getting new paddles, canoes, and other equipment, extra vacation days for practices and bonuses.

The next year the Japanese won by two miles.

Humiliated, the American management laid off the rower for poor performance, halted development of a new canoe, sold the paddles, and canceled all capital investments for new equipment. The money saved was distributed to the Senior Executives as bonuses and the next year's racing team was out-sourced to India.

Of course General Motors has learned a lot about their Asian counterpart Toyota. It now rolls out Toyota’s Matrix and Fortuner as the Pontiac Vibes and the GMAC Acadia. Ford Explorer has decided to abandon its truck mentality by converting leaf spring rear suspensions to fully independent versions - thus prevent frequent turnturtle and savings a lot of customer lives that it used to blame on a “defect” in Firestone products.

But Chrysler is recalcitrant. After virtually dominating the passenger van market with two outstanding Dodge Caravan model changes, it proceeded to its third upgrade abandoning its bulgy side looks not only dropping the wide wheel base but converting it to a boxy look. Worse, it totally dropped the delta design of its rear stop lights, to one that looks like those deep rectangles of Chevy vans. I would not be surprised if the sale of its other derivatives, the Plymouth Voyager and Chrysler Town and Country share a substantial sales drop. They have just lost their identity edge, not to mention the various electrical recalls that have plagued all its products for the past four years.

It’s all a question of valuable positioning that Chrysler has lost, not to mention its 8-cylinder mini Jeep models that flooded its dealer lots while the pump rose to the $4 level.

Now that President Bush has already approved the American auto bailout after the Senate threw it out of the window, we can only surmise what next canoe race Detroit will lose to Nagoya.

Bully Foolitician Nasser Pangandaman, Jr.

Shame on Junior Nasser and his gang of bodyguards the son of Department of Agrarian Reform Secretary Nasser Pangandaman for beating up 14 year old Bino and his 56 years old father Delfin De La Paz. Hoodlum Nasser Pangandaman No wonder this cabinet secretary of Gloria Macapagal Arroyo is hardly noticed , he is a no action guy even if he witness a crime committed by his son and their hoodlum bodyguards will not prevent such shameless act of impunity.

Hudas errr who does he think he is when Nasser dayunyor errr junior in a high and mighty tough guy stance asked the victims “hindi mo ba ako kilala?” (Don’t you know me?). Nasser Jr., ought to know how to conduct himself in public being a town mayor of Masiu, Lanao Del Sur together with his uncouth companions namely Paysal Abdulaa, Mohammed Hussein, Abdan Pacasuna, Rene Maglaque, and Arnel Astacio shamelessly beating up the victims. We sure know you now Nasser Pangandaman, Jr. you are one individual so drunk with power that the little mass up your coconut we mistook for a brain fell right down your fist, ooooh what a scary monster you are.

De La Paz thinking that politicians are decent people complained to the marshal when the hoodlums errr Nasser Pangandaman and his gang errr companions broke golf etiquette by playing out of turn and overtaking the De la Paz family.
Nasser on the right
Well, politicians in the Philippines are never decent and people should treat them like a plague and never ever go near where they are especially when they are with armed bodyguards. These fools not content with beating up a helpless 14 year old and his 56 year old father while their daughter Bambee witnessed the traumatic crime attacked the victims for the second time while they retreated to the clubhouse for medical attention. Two of Nasser junior’s hoodlum bodyguards even drew their guns on defenseless unarmed father and son with their daughter is truly the height of uncivilized demeanor. Top that with Nasser Senior witnessing both incidents and did nothing tell you what kind of people Gloria Macapagal Arroyo surrounds herself…….. Birds of the same feather flock together really apply here.

Bow your head in shame you fools but then again these are shameless dense people and they are probably celebrating their imaginary superiority based on crude brusqueness common with pea brained maniacs......... These kind of abusive people don't deserve to be on the corridor of power, they should be booted out of office as they are so dense to even contemplate resigning. It makes me wonder had they been at the same golf course where the Arroyo's was playing golf with their ZTEaling errr ZTE-NBN buddies would they have done the same....... read the report by Beverly T. Natividad at Inquirer or read Bambee De La Paz tells her ordeal in her blog which I quote:
He attacks my father. His flightmates, maybe 2 or 3 of them, rush to his aid and beat up my father. My 56-year-old father. My younger brother and I could not just watch. We rushed to break the fight. My younger brother pleads to the mayor to please stop it. To not hurt my dad. To just stop. His words still ring through my head..."Sorry na po, sorry na po...tama na...tama na po..." With his hands in front of his chest in a praying position. PLEADING. The mayor socks him in the face. My brother defended himself. My dad is still on the ground getting clobbered. My brother is the same way. I try to stop the fight, but all I can do is stop one person. There were 4 or 5 of them attacking now.

Someone breaks up the fight. I thought it was all over. The mayor shouts to his caddy: "Hindi nila kami kilala! Sabihin mo nga sa kanila kung sino ako!" And believe me, I had no idea who this person was. But now I know. He's the person who, with 4 other men, beat up my 56-year-old father and my 14-year-old brother. He's the person who sacks a pleading 14-year-old kid in the face. He's a person who, I am sure, is gonna rot in hell.

I lash out, but my dad held me back. I was screaming my lungs out, shouting to this mayor, telling him about what he had done. I said: "Nakakahiya kayo. Singkwenta'y sais anyos ang tatay ko. And kapatid ko kakatorse anyos. Anong ilalaban nila sayo?"

The mayor looks at my brother, point to his face, and says, "Tatandaan kita!" And he tells me that my brother has a bad attitude and that I need to watch him. WHAT THE HELL?! So, my brother's bad for defending his father?!

What a moron this Nasser Pangandaman, Jr., is......... I can only hope that he encounters someone as stupid yet "powerful" as he is and as violent then maybe he gets beat up next time around.......... Furthermore let me express my apologies to all the Gorillas out there who may have been offended by the image that may resemble them to this thug that gives them a bad rap........ they are definitely a better ape than some fooliticians. Is it possible that Nasser Senior and the wife have a parenting problem? They obviously have issues and when Nasser senior sees his son beating the crap out of people, typical responsible parents will of course step in to stop their son's uncivilized behavior.... Hmmmmnnn this makes me wonder if Nasser senior is afraid of his son and Gloria thinks of him as a peacemaker in Mindanao? If he can not handle his own son what more with the Mindanao conflict? Nasser Pangandaman Jr. and Sr. should be fired from their post (DAR for Nasser Sr. and Mayor for Jr.) or any other government post they hold as they are a danger to themselves and others......... Proceed to Mayor Nasser Pangandaman, Jr. GOOFBall Bully of Philippine Golf for stress relief while improving your golfing driving skills or play The game that puts the ASS in Mayor Nasser Pangandaman.

Sign the petition in support of Ang Kapatiran Party's call for the resignation of DAR Secretary Nasser Pangandaman, Sr. and his son Mayor Nasser Pangandaman, Jr. for conduct unbecoming of a public official in violation of public trust.
