Ang uri ng isang labanan ay dikit-pusod sa paniniwala
Ang Spratly Islands ay mga islang maliliit na makikita natin off our Palawan Island, along the China Sea. Mayaman itong lugar na ito sa tinatawag na OIL o FOSSILIZED FUEL o langis.
Sa aking pananaw, ang mga natatagong anomalia sa likod ng ZTE TRANSACTIONS ay parang isang butil lang ng mani( peanut) kung ikukumpara natin sa “ mother of all scams ”- the HIDDEN AGREEMENTS ON SPRATLY ISLANDS.
Ang transaksion ito, involving the Philippine owned Spratly Islands, ay tungkol sa Joint Seismic Marine Research, entered by the Philippines with China on September 1,2004 in Beijing, over certain areas forming part of the islands. At lumalabas sa transaksion ito, the Executive Department, sa pamumuno ni GMA, ay may bendisyon o pumayag sa Philippine National Oil Commission [ PNOC] na pumasok sa kasunduan ito with China National Offshore Oil Corporation [CNOOC]. Lumalabas din na ang kasunduang ito ay taliwas sa naunang napag-kasunduan ng mga maliliit na bayang-claimants sa Spratly Islands, tulad ang Pilipinas, Vietnam, Brunie, Malaysia, Taiwan and Thailand, na kung saan ang mga bayang nasabi ay nagkasundo na hinde magkanya-kanya sa pagharap sa China tungkol sa mga bagay involving the Spratly Islands. At ng mag-alboroto ang Vietnam, bayan ni HoChi Minh, ng malaman nito ang sekretong kasunduan, inamendahan ng Philipines at ng China ang kanilang September Agreement to include Vietnam, obviously to appease the latter!
Sa bagay, kung aaralin natin ang nakasulat na motibo ng kasunduang ito, wala tayong makikitang mali dito. Ostensibly, this agreement was designed to liberate the Philippines from relying on expensive imported fuel oil for her industries. National reliance at this moment is basically an issue of national survival. And when it comes to national survival, the only measure is our national interest. This is not only laudable, it is even heroic!
The written noble intentions of the agreement notwithstanding, the government ought to have brought this contract to public attention before or after its perfection and it should not have waited till it’s discovery by the public. Despite the obvious and self-explanatory but general rubrics of the Joint Seismic Marine Research Agreement between the Philippines, Vietnam and China on Spratly Islands, the government has a lot of explaining to do on this agreement. After all, transparency is the long and short of a government for the people, by the people and of the people.
WHY THEN THE CLOAK OF SECRECY ON THESE TRANSACTIONS?
Is this part of that CULTURE OF SILENCE or OMERTA, with its characteristic obdurate equivocation, that follows every wake of many a high-ticketed, national contracts of executive behest, with that distinctive foul stench of corruption, that wafted across the nation from the doorstep of that stinking hole by ILOG PASIG?
Specifically, is it true that the underlaying consideration behind this agreement with China is the latter’s ODA-funded soft loans to the amount of 8 BIILION DOLLARS, deliverable to the Philippines in 5 equal trances to end in 2010? Walang masama dito but where did the money really go? Bakit hanggang ngayon, na sa kadiliman pa rin ang bayan pagdating sa mahigit kumulang na 27 transaksion ng Executive Office with China, mula ng magkaron tayo ng access sa ODA funds nito?
Hinde kaya may HINDE DAPAT MALAMAN ANG BAYAN, kaya nagtatago sa saya ng Executive Privilege ang mga taga ILOG PASIG sa mga inbestigasion ng Senate Blue Ribbon Committee hinggil sa mga transaksiong ito? Totoo bang ang ODA funds ay naging ATM source of political operating of funds ng mga taga-ILOG PASIG since 2004, kaya siguro parang baha sa Forbes sa Espana ang kumalat na datong sa bayan noong mga panahong yaon upang isulong ang CHA-CHA, SING-NGAW NG BAYAN etc. that virtually persuaded the Lower House of the Philippines Congress to jettison what little morality is left of it and allowed itself to become a virtual extension of the Executive Department?
Now, on that agreement with China and Vietnam, where are we to get the financing we have imposed upon ourselves pursuant to its Article 3, while we do not have money NOW to feed our people as evidenced by the 26 million Filipinos living below the poverty line as of 2006?
Article 5 of the same agreement talks about the need to put flesh on the Joint Operating Committee within 30 days from the signing of the agreement, was that complied with ? If so, what was agreed upon by the parties pursuant to that article?
What is the actual work program and budget agreed upon by the parties according to Article 5.4.1? Hinde kaya, pati hinde kasali sa usapan ito ay isinali na rin sa work program under the agreement? Ano-ano pa kayang mga kasunduan ang pinasukan ng ating pamahalaan sa China ayon sa agreement na ito? Are there other concessions, in fine prints, which our country ceded to China pursuant to this agreement? Marami pa ang mga tanong sa usaping ito subalit hinde na natin ilalabas dahil alam naman siguro na ninyo kung saan tayo papunta dito.
Sa totoo lang, sa paligid ng mga nanyayari sa ating bayan, hinde na natin kailangan pang itanong ang mga ito. Kaya lang aayaw pang hanapin ng BAYAN “ ang timyas ng pagasa sa katotohanan sa pamamagitan ng tulis at talim ng kanyang matagal ng nakabaong sundang!” Nanampalataya pa rin siya sa mga sumandaling ito, na ang natatagong katotohanan ay kaya pang maihantad, ng matahimik at mahinusay, sa pamamagitan ng pag-iral ng mga demokratikong institusyon ng sambayanan. Subalit, may isang bagay na dapat tandaan ng mga taga ILOG PASIG sa paniniwala ito ng Sambayanang Pilipino.
Wala na sa kamay ng taong bayan kundi nasa taga ILOG PASIG na kung hanggang kailan pa mananatili ang paniniwala ng bayan sa pag-iral ng mga demokratikong istitusyon bago hanapin nila ang timyas ng pagasa sa paraang iba.
