Can a third force win in the 2010 Philippine elections?

That the Kapatiran party actually had to issue a press statement seeking interested candidates to join its national and local line ups for the 2010 elections is a testament to the sorry state of third-party politics in the Philippines. You want to be a candidate for vice president or senator? Just visit the party's web site, send the party organizers a note expressing your interest, and you could be Kapatiran's official candidate. It's a good way to recruit members and expand its grassroots base for sure, but clearly, it banners the sad fact that the party does not have the bench strength to field its own vetted cadre of leaders.

The major reason of course why third parties have trouble challenging established parties, other than sheer organizational ineptness, is money. Give the Kapatiran a busload of cash (make that several busloads), and political bandwagons will trail them in no time. In the U.S., one of the more successful third-party runs in recent memory was that of Ross Perot, garnering a remarkable 19 percent of the national vote in 1992. Perot was a billionaire, so funding was not an issue.

One instance when a "billionaire" was going to do a Ross Perot in the Philippines was Eddie Gil in 2004. Gil actually promised to just pay off the entire Philippine national debt ($53 billion), so the country could start on a clean slate (imagine the savings in not having to pay interest). It turned out, not surprisingly to many jaded observers of Philippine politics, Gil was not the real McCoy. One day he was detained for using worthless checks for his hotel bills while campaigning. The guy reportedly was nothing but a con man, with nothing but fake property deeds and phony documentation of his wealth.

To be sure, pockets of successes indicate the possibility of victory over traditional politicians awash with cash. But the few David vs. Goliath stories are mostly in local contests, where an incumbent manages to lose all credibility often by self-destruction, and thus a decent challenger becomes well-positioned to launch an issue-oriented (read: negative) campaign and draw mostly anti-incumbent votes. Vigilant supporters, a media unafraid to report anomalies, and an active local election watchdog can help contain any vote-rigging money can buy.

At the national level, it requires billions (the amount bandied about is between 2 to 3 billion pesos) to run a presidential campaign that is able to mobilize down to the election-watcher level. One exceptional case was when now Senator Miriam Santiago ran for office in 1992. A one-woman thunderstorm, Santiago almost won the elections without the benefit of a well-oiled political machine. Unfortunately, the prospect that another Santiago will emerge is a snowball's
chance in hell. Even Santiago herself, if she decides to run again, will be a faint shadow of her old (but at that time infinitely refreshing and entertaining) political persona.

It's important to note that one factor that helped Santiago launch a credible presidential campaign was the support of a major media organization (ABS-CBN). It helps to have a giant network provide you free media mileage (especially inviting you as guest in top-rated shows). It also matters that media penetration is now deeper than ever.

In my 1998 book How to Win (or Lose) in Philippine Elections (Anvil), I cited data indicating the growing reach of the media, especially in urban centers. Between 1970 and 1993, for example, access to radio grew from 48.7 to 81.9 percent, while access to TV grew more dramatically from 5.5 to 49.1 percent. I argued that the more urbanized the Philippines becomes, the greater the chances of issue-oriented candidates to build their case. It's been 16 years since the last referenced data, and public access to media has significantly grown, with close to 90 percent of households now owning a radio receiver and 73 percent now having access to TV. It's certainly a boon to a third-party candidate to have the greater ability to reach voters simply by being in the news or widely broadcast public forums. While TV ads the likes of Villar and Roxas can afford may still be beyond the third-party candidate's budget, it's not exactly impossible to get noticed if that candidate has the savvy to gain free media mileage.

As in the development of most social events and phenomena, "confluence" is the operative word in elections. For a third party to shake up the 2010 Philippine elections, there should be a sufficient mix of favorable variables. What a third party lacks in money can be compensated by a sympathetic media, and the Internet can probably help generate a couple of hundred thousand votes and some funding (unfortunately, that's far from having the same impact as in the 2008 U.S. elections, in which the Obama campaign mobilized supporters and raised millions efficiently through its web site, and arguably won because of it). What it lacks in Miriam-like personality can be compensated by issues that reverberate. Okay, perhaps that's a tad too wishful. Really, it's important to throw in some charisma in the mix—it's the reality of mass elections. Otherwise, it will be business as usual—another well-intentioned and principled run coming to naught or, from pragmatic Machiavelli's point of view, just a bunch of people trying to deal with voters as they wish the electorate to be, not as the voters really are.

A call for involvement and vigilant action Now

The AKP strongly condemns the brazen abduction of Mr. Jun Lozada, who apparently chose to come home at risk to life to bear witness to the truth. The callous intimidation and neutralization of potential key witnesses to landmark corruption cases implicating a discredited national leadership, only further exacerbates the culture of criminal impunity plaguing our country, from petty street crimes to national plunder.

We can choose again to passively ignore this latest dastardly assault on our rights to know the truth. But our habitual failure as a community to actively address these abhorrent acts, only encourage their relentless shameful repetitions, and worsens our self degrading moral decline as a society. Our national psychology can only take so much abuse. Only vigilant action, no mater how small, can send the message that we can no longer accept the status quo.

There are many ways to manifest our collective disgust to the deplorable state of leadership and justice. Send a text. Write your political leaders, or to the various media. Actively discuss the issues and reflect on possible courses of action in your immediate communities. Most importantly, take peaceful and lawful democratic action NOW to rekindle our self esteem as a people worthy of respect. The country's interests, sanity, and well being, can no longer wait till 2010.. Express a groundswell of discontent over our abominable state of affairs. Join an organization that you believe reflects your deepest beliefs, aspirations and hope.

The AKP has initiated community programs and projects at the national and grass roots level, to address the key issues confronting the country, even before 2010. Our problems have been caused by the wrong kind of politics and therefore also require the right political solutions that truly consider the well being of the common good. Join us in our crusade for renewed hope and meaningful change towards national survival.

A gathering of Heroes

Amidst the political uncertainty a glimmer of hope out of the political muck that local politicians in Pampanga are desperately trying to drown good governance in their Mafiosi rule of the mob style of governance.

Boy Montelibano a strong advocate of Gawad Kalinga who is also a columnist at Inq7 titled Glimpses just reported a gathering of men and women of good intentions and good will. A gathering of heroes 200 strong to be precise, coming from different church groups congregated in Macabebe, Pampanga place of Fil-Am Bong & Carol Tulud of Houston, Texas.

Despite the evil machinations of the local provincial board and their vice governor here they are in a truly Christian response of showering evil deeds with good deeds to help alleviate the plight of the poorest of the poor in a province where might is right. Where having excessive money irregardless of where it came from does not matter whoever has it is treated like god.

Another affirmation that man is good and mans desire to do good is contagious as shown by these men and women of GK. The meeting was geared towards helping their fellow men unlike the provincial board meeting whose agenda was how to sabotaged good governance gain showing their “talangka” (tiny crab like creature) mindset or kiss the behind of their supreme leader the daughter of the infamous DM Macapagal highway robbery errr project affirming their “unswerving” loyalty. Now who says only the north is solid, so are Pampanga’s local officials….. I just don’t know if it was the moolah, intimidation, or skeleton in their closet factor. At the rate the forces of good are going the local forces of evil will eventually self destruct if they don't change their ways. Oh incidentally did anyone know that even the youth representative of the provincial board is on Giuiao's "bandwagon" of belly aching impatient officials..........hmmmmn, they start them young do they?

Below is the email from Boy Montelibano, I have added a couple of links for more insights:

Tony & Lyn Meloto, Drs. Martin & Sylvia Bautista (AKP senatorial bet), and Hapag Kainan painter, Joey Velasco arrived together, with San Isidro (Nueva Ecija) Mayor Sonia Lorenzo and UP Dean of Public Administration & Governance Alex Brilliantes and his wife following shortly after. This comprised the GK team that Tony Meloto brought to rally Macabebe and support the GK fund-raising efforts of Bong & Carol Tulud in the US.

On the side of Macabebe, there was the complete GK caretaker team and their second line support of GK volunteers, Bong & Carol Tulud, their guests and clinic partners from Houston, the top leadership of CFC Pampanga, and different Church groups and foundations already engaged with Carol. The vice-mayor Felicisimo P. Navarro Jr. of the town was also there although the mayor was not.

Among Ed arrived the last, having had to pass by a farmers cooperative in Apalit. Before he arrived, Tony Meloto had started the ball rolling by challenging the citizens of Macabebe to help their poor so that the efforts of Circulo Kapangpangan in the US will not go to waste in Macabebe. A land donor, the first in Macabebe, was introduced, and the plan to set up Macabebe's first GK village was announced. The funds for the houses raised by Bong & Carol are already in place.

It was announced that another property in nearby Masantol town was being donated and GK committed to build another village there once the donation papers are finalized. Again, Bong & Carol Tulud will raise the funds for the homes in what will also be Masantol's first GK village.

Another property in Guagua has been donated and can absorb at least 50 homes for the poor.

Three new GK sites - Macabebe, Masantol, & Guagua - are confirmed and will soon be added to the present number of GK villages in Pampanga.

In his short speech, Among Ed announced his gratitude to GK and committed to have GK as an integral part of his vision for Pampanga. Both Tony Meloto and Among Ed reiterated their invitation for all LGUs in Pampanga to set aside political differences and join the GK movement in Pampanga.

GK and Among Ed's staff and leaders of various civil society groups will meet immediately after New Year's Day to finalize operational plans on how to build more GK villages in Pampanga.

AKP Calls for Peaceful Change

AKP Statement

Urgent call for peaceful change!

A call for vigilant action!

The Ang Kapatiran Party aspires for what is best for the common good at this time. The present action taken by certain elements could lead to violence which is not for the common good. The present unrest will not stop unless there is a change in the national executive leadership by way of a democratically mandated special election.

We therefore call for the immediate resignation of the President and the Vice President to allow the constitutional process to proceed as quoted hereunder.

Article 7 of the 1987 Philippine Constitution

"Section 8. In case of death, permanent disability, removal from office, or resignation of the President, the Vice-President shall become the President to serve the unexpired term. In case of death, permanent disability, removal from office, or resignation of both the President and Vice-President, the President of the Senate or, in case of his inability, the Speaker of the House of Representatives, shall then act as President until the President or Vice-President shall have been elected and qualified.

The Congress shall, by law, provide who shall serve as President in case of death, permanent disability, or resignation of the Acting President. He shall serve until the President or the Vice-President shall have been elected and qualified, and be subject to the same restrictions of powers and disqualifications as the Acting President.

Section 9. Whenever there is a vacancy in the Office of the Vice-President during the term for which he was elected, the President shall nominate a Vice-President from among the Members of the Senate and the House of Representatives who shall assume office upon confirmation by a majority vote of all the Members of both Houses of the Congress, voting separately.

Section 10. The Congress shall, at ten o'clock in the morning of the third day after the vacancy in the offices of the President and Vice-President occurs, convene in accordance with its rules without need of a call and within seven days, enact a law calling for a special election to elect a President and a Vice-President to be held not earlier than forty-five days nor later than sixty days from the time of such call. The bill calling such special election shall be deemed certified under paragraph 2, Section 26, Article V1 of this Constitution and shall become law upon its approval on third reading by the Congress. Appropriations for the special election shall be charged against any current appropriations and shall be exempt from the requirements of paragraph 4, Section 25, Article V1 of this Constitution. The convening of the Congress cannot be suspended nor the special election postponed. No special election shall be called if the vacancy occurs within eighteen months before the date of the next presidential election.

We urge everyone to pray and work vigilantly for a peaceful resolution, which will finally lead to a new politics of virtue and politics of duty, which requires transparency, accountability and good governance.

Let us all support the call for resignations and a special election!

The Power of Schmooze Award

Gabriel of Project Afterlite a technology blog has awarded this Jaywalking Cyber Pedestrian Observer The Power of Schmooze Community Involvement Award that caught me by surprise. Surprised because I never expected technology gurus will pay attention to my chosen “niche” of critical Philippine Socio-Political blog but nevertheless I am honored and deeply appreciate the gesture. A definite plus in helping this Jaywalking Cyber Pedestrian Observer in sending a clear message to the online community the need to make a difference in making this world a better place to live in particularly the Philippines.

A little backgrounder is in order to share with my readers and blogging community regarding the Power of Schmooze. Gabriel is an aspiring Web designer who strives to create standards compliant Web pages. He has actually helped me clean up my blog layout and design when he offered us free design advice on our blog at BlogCatalog. Now for the The Power of Schmooze here is what he posted from Answers.com:

schmooze or schmoose also shmooze

v., schmoozed or schmoosed also shmoozed, schmooz·ing or schmoos·ing shmooz·ing, schmooz·es or schmoos·es shmooz·es.

v.intr. To converse casually, especially in order to gain an advantage or make a social connection.

v.tr. To engage in schmoozing with: “how to be a professional artist—how to be a businessperson, how to schmooze the collectors” (Paige Powell).

n. The act or an instance of schmoozing.

The Power of Schmooze Award was created by Mike at Ordinary Folk and Danielle at Pink Reviews and it has generated a buzz among the blogging community spreading exponentially like wildfire. We have to have continuity so with the award comes The Power to Schmooze which I will exercise so I can publicly recognize bloggers that have earned my respect and admiration. If it was up to this Jaywalking Cyber Pedestrian Observer five (5) is really a small number because I have so many in my list that deserves the award for their contribution and standing in their own respective communities. Some of whom are not just in the online world but in the physical world where they are truly making a dent in making this world a better place.

The awardees therefore are not in their order of appearance and I have to agonize in my choice because there are more that deserves the award. The good thing is they will then have to continue on the schmoozing so that we don't unfairly leave others that are deserving said recognition. Please find below the list of blogs in my Power to Schmooze award:

  • Gabriel of Project Afterlite a technology blog - You must have been wondering why I have given an award to the person who gave me an award, well for one I have seen one of the originator did it so it is acceptable. Secondly as I have mentioned earlier Gabriel being a technology guru has helped me tweaked my blog and despite his reservation to join my community has persisted to understand what the Jaywalker is all about and for his appreaciation of the contents of my blog he deserves an award from me.

  • Ang Kapatiran Party (note their site is down, they have exceeded their bandwidth becauseof the deluge of traffic and inquiry on how to join their party) for daring to be different amidst the muck of dirty political parties of the ruling minority elite daring to campaign based on political platform away from personality and patronage type politics of the trapos (Traditional Politicians although there is nothing traditional about these old guards but being lords of patronage and personality politics). For ushering a new era in the arena of guns, goons, and gold they have launched a people funded campaign against the big vested funds of the legitimate and illigitimate kind. The award of having an influence in the political scene and Philippine society at large will not be complete without the three trailblazing candidates courage to stand up against the formidable opponents surely will not be complete without them. The Power to Schmooze Award for their contribution to society and giving us hope goes to Ang Kapatiran Party candidates namely Martin Bautista, Zosimo "Jess" Paredes, and Adrian Sison.

Ang Kapatiran in the Trapoland 07 Election

We are barely 5 days away till election time and Ang Kapatiran the party I am rooting for are barely making a dent in the field of numbing mindless hollow PR battle over the madaya errr media. Rightly so how do you expect to gain any media mileage where millions of legitimate and illegitimate sources get you a rosy picture that really sends nothing but hollow perceptive or rather deceptive praise releases of the ATM write ups.

Indeed I feel the frustration of Martin in this entry where lengthy write-ups for Ang Kapatiran are killed by editors of 2 major liepapers tells you what kind of journalistic ethics they practice or if ever they even are aware that such a thing exist:

Seems like the harder we try, the less we get noticed. When you are after 43.8 million voters, there is just no way you can make serious inroads without mass media. And these guys know it. 2 staff reporters from 2 different major newspapers admitted to me that their stories about Ang Kapatiran, written after lengthy interviews were killed by their editors. Explains why during the last 3 months, front page fodder would consist of the most inane thoughts and activities of the well-funded candidates. Big media will not give us idealistic greenhorns even a small opening. They are squarely on the side of business as usual.

How true, “business as usual” and this is the 3 year cycle where they make a killing including some unscrupulous ATM journalist, their editors, and publisher owners sharing the “bounty”. Heck and these is the very same people who complain and whine at our pathetic socio-economic-political situation but not see their role in digging the hole in our nation continually sinking in the quagmire of wretchedness. Surrender indeed is no option and despite all the obstacles, I see a strong resolve seen on genuine people’s leader:

I take all these obstacles as character-building exercises. Nobody can ever accuse us of getting a free pass.

Their chances seems dim at this point but I am not losing hope because I believe that there are people out there who sees the “light” and will reject this personality type contest through the ballot. I see outpouring of support that not only stops at making their choices but going out on their own initiative campaigning in their own way for a party that will change the way we conduct our politics. This is a party of the people longing for sanity in our political institution and no amount of Jueteng, stolen government meager resources or vested interest funds will drown them out to oblivion. They have started that inner fire in the hearts of men that will form an army of citizens who will not take it sitting down anymore and confront the very evils of trapoistic hell in retaking our nation back. Not with slogans, rallies, marches or grandstanding as seen in most trapos out to create an "impression" with their hollow posturing but with platform and party ideology where candidates and members alike subject themselves into.

Here is a part 1 and part 2 article sent to me by Chee Garcia on a column by Jarius Bondoc regarding a former staff of some senatong. Now after reading that article you tell me if it makes sense to vote for any of the trapos out there who are spending hundreds of millions if not billion to get a coveted pork barrel seat in the senate. You are either a hopeless dimwit if you still believe that this election dominated by trapos is all about good governance. Greedy bastards I should say that call themselves leaders accountable only to themselves or their conscience that seems to have gone down the toilet together with comelec's credibility.

Enough of the circus, if you believe in changing for the better look no further Ang kapatiran is clearly a political party that will change the conduct of politics. Big vested interest, legitimate and illegitimate funding of the trapos will not bring any meaningful change even in your dreams or nightmare it will not happen. Ang Kapatiran offers us the alternative and they are committed to their party and the people. They are funded by regular people desiring change for a better Philippines and thus they are beholden to no big vested interest but the very people who truly believes that this nation deserves genuine servants of the people. Here is their platform:

Spiritual Dimension

Moral Dimension

Social Dimension - Peace and Order

Social Dimension - Good Governance

Social Dimension - Economic Development

Social Dimension - Political Culture Foreign Policy

If you desire change and want the electoral conduct that is more of a circus to cease and real issues affecting the nation prevail now and in the future a vote for Ang Kapatiran is definitely the first baby step towards that goal. A vote for the trapos is definitely jumping in the political quicksand of hopelessness that will forever relegate us at the bottom of the muck while our Asian neighbors reap the benefits of economic prosperity in the new global reality.

Martin Bautista, Jess Paredes, Adrian Sison and of course Fr. Ed Panlilio needs us, they have stepped up the plate are you coming or going the trapo way?

A family affair with the Paredes clan

The campaign for a seat in the senate is a family affair in the Paredes household; they put together this home-made video as a short message to the public during the home stretch to the polls. It was all done at home, from the music, the lyrics, the instrumentation, editing, the shoot, and everything else in the production of a short video message.

In contrast other senatorial candidates’ campaign expenses have now exceeded a BILLION PESOS, now where are these candidates getting this kind of money? Some are reportedly coming from anak ng Jueteng the new kingmaker in pathetic trapo politics. How are they going to recoup such investment? Well for one they have the P250Million Pork Barrel per year and other perks so what’s the worry?

Here is how Jess Paredes summarize the state of trapo politics in the Philippines:

Woefully, at present, we are unfortunate to have and contend with politica

l leaders who unashamedly and relentlessly indulge in their own brand of politics which is synonymous with:

a.) Celebrity, entertainment, or circus;

b.) Pork barrel;

c.) Political family dynasty;

d.) Patronage;

e.) Pay-off;

f.) Deception;

g.) Abuse;

h.) Hypocrisy;

i.) Dishonesty;

j.) Cheating;

k.) Immoral compromises; &

l.) Guns, goons, & gold (in 100s of million pesos, or billions)

They are the obiquitous, age-old, antiquated and abhorred traditional politicians, or, the TRAPOS!!! – whose only “achievement” is the brazen corruption of all that is good in government of which the inevitable pathetic consequence, of course, is the utter destruction and impoverishment of our beloved country and people.

All these, the TRAPOS, committed, in the name of “public service” and the high positions they occupy, in order to enrich themselves, their families, and their private or family businesses and interests, at the expense of and wanton disregard of the Filipino people who are:

a.) Poor, very poor;

b.) Downtrodden;

c.) Marginalized;

d.) Suffering;

e.) Abused;

f.) Violated;

g.) Neglected;

h.) Discriminated;

i.) Jobless;

j.) Hungry;

k.) Homeless;

l.) Sick

m.) Dying;

n.) Jailed; and

o.) Killed.

The foregoing considered, are we still surprised if the Philippines, once second only to Japan in economy in the 50s and 60s, have deteriorated to become now one of the poorest and the most corrupt in Asia?

Our motherland remains to this day as one of the richest country in natural resources; and our people, one of the most intelligent and talented peoples in the world!

We have come this low, very, very low because of our bad and soul-less leaders that we, yes we, have elected, time and again, and have perpetuated, allowed and tolerated to do what they did or did not do, and continue to do what they did and what they did not do..

These TRAPOS are the cancer cells or cancerous parts in our society! Shall we not extinguish them? Shall we not amputate them! Shall we not save the life, or what is left of it, of our motherland, the Philippines – our Inang Bayan nating mahal?

We must, and we shall! Not later, but now! Time is of the essence! It is crucial!

Therefore, during the coming elections, on May 14, 2007, let us BOOT out these TRAPOS!

Instead, let us all together VOTE for the SINCERE, HONEST, FEW GOOD MEN of Ang Kapatiran Party:

a.) Atty. JESS PAREDES,

b.) Atty. ADRIAN SISON, and,

c.) Dr. MARTIN BAUTISTA..

P-S-B, for, PAREDES, SISON, BAUTISTA!

PAREDES, SISON, BAUTISTA, with GOD AND all of us behind them in support, shall provide the first few steps in the journey of a thousand miles towards a God-favored, harmonious, healthy, peaceful, joyful, prosperous, vibrant, and honorable country and people!

Such is the country and people we want! Such is the country and people we see! Such is the country and people it shall be!

Together, on May 14, 2007, we can all make it happen!

May God’s favor and blessings be with us all in this our greatest and proudest

Yesterday April 25, 2007 is the start of the Candle Light Prayer for Clean, Honest and Credible elections with Kontra Daya (the group that came up with a list of 22 Bogus Party List) and ecumenical groups converging at the Comelec headquarters’ in Plaza Roma. They held ecumenical service and lighting of candles asking the people to be vigilant as moves to undermine the election persist. The Garci scandal that to this point has been unresolved makes them skeptical of the covenant entered into by the AFP and PPCRV, who wouldn’t be? Everywhere you look it seems that all indications points to some Macao cooking and this people are not even from Macao. Just look at what I saw at my cyber Buddy Schumey’s blog The Philippine Experience post, which was gathered from ANC on Tonypet Albano and Adel Tamano giving the figures during separate interviews:

Election Expenditure Update: Team Unity who boasts of 12-0 sweep has already spent close to P3 Billion in their campaign. The Genuine Opposition for their part has spent P380.

Now who wouldn’t be skeptical, this is outrageous and at a time when huge sectors of society are reduced to poverty this squandering Fooliticians spends money as if it was going out of style. Nothing is sacred in this land of madaya, I hope they are not bragging when they divulge such irrational figures.

And then we have the Justice Secretary of all people and the office he represents truly makes a mockery of our electoral contest a process that is supposed to be the hallmark of the sanctity of peoples voices drowned in vulgar “ignorance” of the law or was it senility. Imagine a Justice Secretary feigning ignorance rationalizing his bribe offer as “common election practice” truly makes Goebbel scream, shake rattle and roll in laughter in his grave for his disciples’ believing in their own concoction. Let me just quote this Inquirer Breaking News and see how pathetic it is:

"I will now keep my mouth shut."

Justice Secretary Raul Gonzalez on Thursday told reporters he will not longer talk about the P10,000 he offered to barangay (village) captains in Iloilo City for a 12-0 sweep for TEAM (Together Everyone Achieves More) Unity.

After the justice chief came under fire for the offer, the Commission on Elections (Comelec) said it would investigate Gonzalez.

Asked about the Comelec's response, Gonzalez said: "Bahala sila [It’s up to them]."

But he said he never thought his offer would be such a big deal because it is a common election practice.

Now how pathetic or revolting is that and to top it all he was even blaming and accusing Radio Bombo for “leaking” the bribe offer when it was he who broadcast the offer in his radio program at DWIZ. Is that a sign of dementia or pure arrogance? He could not even remember what he did and did not even see anything illegal with what he did makes you wonder what kind of justice we have since he is the man in charge of that department.

After all this can we blame Kontra Daya being skeptical with the AFP? Aside from the above development, Fr. Joe Dizon spelled out the reason for their skepticism which I quote:

The AFP-initiated covenant is just a PR gimmick to try to make people forget that the military played a major role in facilitating massive electoral fraud in 2004. The military wants the people to think they are incapable of doing massive cheating for the elections. Of all the signatories in the covenant, it is the AFP which sticks out like a sore thumb.

While we don’t doubt the good intentions of the Parish Pastoral Council for Responsible Voting and the other signatories to the covenant for honest and peaceful elections, we certainly feel a great unease over the pronouncements of the AFP. The AFP hasn’t even acknowledged and atoned for its involvement in the

Garci fraud in 2004.

What the AFP says in its covenant is different from what it is doing in reality. The harassment of voters continues. The intimidation of activists remain. How can there be honest and peaceful elections if the AFP is a party to the violence and harassment against voters. We have received reports that the AFP is also conducting election operations in other cities in the provinces.

The covenant may be used to justify the militarization of the Metro. This is a dangerous and worrisome scenario we are looking at. The covenant may backfire on the other signatories and on the voters themselves.

The Plan of AFP to hold community forums next week they feared may just be an excuse of using it as a platform to intensify militarization in the guise of campaigning for clean elections. Really, what business does a Military have in “educating” the voting public when they have not cleared their outfit of their role in the last Garcified election?
