That list of names are the signatories to the resolution. As I said in Ellen's blog, there was deliberate intention to hide the identities of the signatories. We saw this resolution only on the day it was subjected to plenary voting. Further, the vive voce mode of voting gives the signatories an escape route to claim that while they signed the document, they voted differently on the floor.

Be that as it may, it is sufficient enough for us to know that what matters is that they are officially endorsers of this measure by way of their signatures.
