WHO EXACTLY are the CRIMINALS in the EXECUTIVE DEPARTMENT headed by GLORIA MACAPAGAL ARROYO?
In fairness to GLORIA MACAPAGAL ARROYO, it must be acknowledged that the Presidency was, is, and will never be a one-person job. Any president can only implement specific programs and projects through the Presidential Appointees in the Executive Department of the National Government of the Republic of the Philippines.
While the principle of "Command Responsibility" applies to the person occupying the position of President at all times, the direct accountability and responsibility for specific programs and projects rest on each of the Presidential Appointees in their respective assignments among all offices in the Executive Department.
Thus, it has not been fair enough for GLORIA MACAPAGAL ARROYO that the particular Presidential Appointees involved in specific charges of graft and corruption and plunder had been glossed over and had not been clearly identified for proper inclusion in each and every civil and criminal case that had been attributed only to the incumbent on the seat of the President of the Philippines, GLORIA MACAPAGAL ARROYO.
In anticipation of the civil and criminal charges that shall be filed starting 01 JULY 2010 against GLORIA MACAPAGAL ARROYO, reason dictates that all her accomplices, both principal and accessory, for each specific civil and/or criminal case must be properly identified and included in the indictment.
For easy reference, pasted below is the list of the Cabinet Members and Other Officials in the Office of the President and the list of the departments, agencies, and the Government Owned and Controlled Corporations (GOCCs).
