Filipinos React to the Bogus NGO Scam in PDAF plunder

Looks like Janet Lim-Napoles in cahoots with our dishonorable legislators has Filipinos riled up specifically in the internet social media. They are now proposing some radical change such as abolition of pDAF or pork barrel altogether.

Since everything is almost a cruel joke albeit a cruel one there seems to be a clamor for change or at least some changes that truly reflects the true intent and nature of how government resources are spent by the plunderers errr politicians. Filipino-Americans to hold Solidarity protest vigil against PDAF plunder in the Philippines

ANG AMING PANAWAGAN: US Action Against PDAF o Pork Barrel (USAP COALITION)

Los Angeles—A newly formed Filipino American Community Coalition called United States Action against PDAF or Pork Barrel (USAP) in an emergency meeting last night, August 19 at FACLA calls on all freedom loving and right minded Filipino-American to support the solidarity action against the political patronage of the pork barrel called Priority Development Assistance Fund (PDAF) dubbed as the “Million March Vs Corruption” at the Rizal Park, Luneta in Manila on August 26, 2013.

Our solidarity action --a vigil/ rally for solidarity and our indignation in Los Angeles is on August 25 at 5;00 PM at the PH Consulate General, 3600 Wilshire Blvd. Los Angeles, CA 90010.

Similar actions will also be held in the cities of New York, Washington DC, Honolulu, Hawaii, San Francisco and Los Angeles on August 25 and 26 led by the USAP COALITION.

Statement of Unity and Concerns

In a statement of concern and its points of unity USAP called for the following :

1. The abolition of the pork barrel system in the euphemism of Priority Development Assistance Fund (PDAF), the source of graft and corruption in the government used for political patronage and not for the benefit of the people;

2. The use of abolished PDAF for basic services like education, needed infrastructure against floods and natural disasters, environmental degradation and poverty alleviation, not for elections and not for debt service for foreign banks and interests;

3. Punish all grafters in the governments and those who were found guilty of malversation of public funds and ostentatious living out of PDAF

4. USAP calls on President Aquino to start by divesting himself of his own PDAF and acting his talks. He should serve as an example of real action just has he promised. Not of PR talks and “Papogi” points.

The following organizations and individuals have endorsed the USAP Coalition Statement of Concerns and slated the two days , August 25-26 for mass actions:

Dear Janet,

Hindi ko alam kung makakarating sa iyo itong sulat na ito. Idinaaan ko sa Facebook kasi bente otso ang bahay mo, trenta kung ibibilang pati lower house at senado. Kaya hindi ko alam kung saan ia-address, mahal ang selyo, lalong mahal kung ipapa-LBC ko sa lahat ng bahay mo. Hindi ko rin alam kung mababasa mo ito talaga kasi ako man ang lumagay sa pwesto mo, tiyak hindi ako magbubukas ng FB. Babalik ako sa Friendster.

Kahit nasaan ka man ngayon, kung nasa isang yate sa Celebes Sea palabas ng Pinas o nagpaparetoke ng mukha at katawan sa Bangkok o nagpapatanim ng balbas at bigote sa Tayuman, susulat pa rin ako. Dahil isa ito sa kaya kong gawin habang ngumangata ng sinangag at Reno Liver Spread.

Simple lang naman, sumusulat ako sa iyo kasi, kasi paano ko ba ito papadaliin, kasi hayup ka. Ikaw ngayon ang napagbubuntunan ko kasi habang isinusulat ko ito, naaanggihan ako ng ulan. Hindi ko maipagawa ang bubong ng kapiraso kong barong-barong dito sa Coloong. Kailangan kong lumayo sa mag-iina ko dahil kailangan kong magtrabaho dito at kaltasan ng buwis, mga otso mil kada buwan. Yung nangupit nang barya-barya ang napaparusahan dito sa bayan mo. Alam mo iyan, kaya bilyon-bilyon ang ninakaw mo. Kaya isang batalyon ang nagtatanggol sa iyo: pulitiko, abogado, huwes, si Korina, mediang nabubuhay sa kalabit-penge, Kongreso. Ano ba namang magpasabog ka ng ilang pillbox na binili ng gangsta mo sa mga lumpen na gangsta sa Baseco sa Tondo at Banaue, Quezon City. Na baka nga sinimulan mo nang magpasabog tulad nung sa Cagayan de Oro, Cotabato, at Greenhills. Tapos dahil sa takot ng mga tao, kakaunti talaga ang dadalo kaya mava-validate mo, ng abogado at kampon mong pulitiko, na wala talagang public clamor para parusahan ka.

Kaya susulat na lang muna ako. Ito ang kaya kong gawin. Kaya hindi muna ako makakalimot. Iuukilkil ko sa sinumang makakabasa at makakarinig sa akin na pwede ba, huwag muna tayong makalimot. May oras at araw kayo. Huwag munang makalimot hanggang dumating ang araw ninyo. Darating ang araw ninyo kapag sinabi at sineryoso na nung nakatira sa Malakanyang, yung tao na laging nag-i-invoke na ako ang boss niya at dapat maglakad ako sa kaniyang tuwid-na-daan, na parusahan kayong makulong sa tunay na kulungan at hindi sa resort na kung tawagin ay St. Luke's o Veterans. At sana, habang nakakulong, kumirot habampanahon ang namamagang ingrown sa hinlalaki at molar teeth mo. Hindi dapat ako nag-iisip ng masama sa kapwa. Sa kapwa. Pero ibang specie ka.

Hindi ako papayag na mag-crash ang Lear Jet mo. O lumubog ang yate mo. Masyadong madaling kamatayan. O baka nga gawin mo pa itong palabas. Tapos mabubuhay ka bilang ibang tao o ibang hayup. Tapos magiging paksa ka na ng mga conspiracy theorist na nagsasabing buhay si Marcos, Michael Jackson, Elvis, John Lennon, Michael Jordan (syet, buhay pa nga pala si MJ, bura-bura). Hayup ka. Ang swerte mo, makakasama mo sila sa alinman sa isla sa Greece o Cyprus.

Pero alam mo yun, at the end of this rainy day, lalangoy ka sa pera namin, papakainin mo ng nakaw ang pamilya mo, at ako, magtsetsek ng exam ng mga estudyante kong kabilin-bilinan kong mabuhay nang parehas, nang patas dahil ang tunay na edukasyon ay hindi lang basta makapasa sa board exam. Ang tunay na edukasyon ay mabuhay nang parehas at makatao.

Saka na muna yung ganap na world peace. Ang mahuli at maparusahan ka kasama ng iyong minions will make this world a better place.

Efren “Kuya Ef!” Penaflorida Jr., of DTC a Finalist in the 2009 CNN Heroes

What do children of the slums do when they have free time after a hard day’s work of scavenging for recyclables in the garbage dump? They go on cheap high sniffing solvents such as rugby to numb their senses to escape the stinking reality of their wretched life. A life fraught with misery where survival of the fittest is the norm in an environment that is so surreal where society’s refuse are recycled even spoiled foods known as Pagpag are considered a prized find to feed their malnourished body.

As if to make matters worse where their very survival depended on their scavenging skill on societies refuse children as early as 9 years old are recruited and are groomed to be gang members. Children are left on their own eking a living on the squalor of the garbage dump where they lived in shanties are easy targets and vulnerable to gangs acting like pack of wild animals preying on the weak and uneducated youths. Victims of social discrimination treated like second class citizens in their own country because of poverty they are easily enticed to join gangs.

Slum areas are not exactly in the police radar and their neighborhood is below the totem pole for protection thus juvenile gangs offer a false sense of security and protection. So rampant are these gangs that in the past 10 years, Preda reported as high as 130 youths are involved in these criminal gangs.

Efren “Kuya Ef!” Penaflorida Jr., was born and raised in the slums near the garbage dump to a tricycle driver father Efren Peñaflorida Sr and a laundrywoman mother Lucila Geronimo. The middle child of the Penaflorida couple he is no stranger to what the children of poverty is going through as he has lived and experienced the same tough slum neighborhood where he once was bullied and pressured to join gangs. Just like any other kid on the slum he has been assaulted quite a number of times by gangs and solvent sniffing kids. Yet, unlike the Tongress members easily succumbing to pressures just like the juvenile addicts on a solvent sniffing high they get their high on pork barrels, power, and privilege, Efren “Kuya Ef!” Penaflorida Jr decided early in life not to get affected and influenced by the social ills around him. A child, who knew that education is his only salvation out of this wretched existence, pursued his schooling with honors through studious perseverance earning him scholarship from World Vision Phils. A quote from DTC website:
At 16 years of age, way back in high school, F! started a youth group which aimed of diverting students’ interest from joining fraternities and gangs into making a difference at home, in school and community and do their best to excel in studies and in everything they do. Joined by classmates Jefferson Bernal and Rezcel Alconcel, they named this group Dynamic Teen Company (Making A Difference) in 1997 under the guidance and supervision of Club 8586, Inc. For several years, he was a regular “viajero” of fish crackers from Baclaran to Cavite and sells these in school to be able to help his family even then Kuya F! emerged as an everyday hero for all of the kids who know him because despite of his lack of finances, he is such a giver and a sharer of his blessings to them. The neighborhood bakery and sari-sari store is where he buys biscuits and bread for the kids with his fifty or twenty pesos in pocket. As an adviser and trainer to the youth of Dynamic Teen Company, he literally practices what he preaches with no exceptions whatsoever. There are countless stories of people, young and old, about the goodness of heart Kuya F! possesses. He is well-loved and respected by the people he touches, honored by friends and family. It is proven that others are his priority than himself.
Having no resources on hand does not stop him from pursuing his giving back to society what he can thus the Kariton Klasrum (Pushcart Classroom) was born, here is a quote from Oprah’s Angels:
In 2003, pursuing his education major in college, Efren devised an outreach project for a street school. In 2007, the Dynamic Teen Company constructed a pushcart school prototype that carries books, school materials, table and stools, first aid kits and even snacks for the kids.

Early this year, they again constructed another pushcart carrying with it a play center, hygiene materials for bathing, clothes and slippers, and food bins. They called it K4, meaning Kariton Klasrum, Klinik and Kantin (pushcart school, clinic and canteen.) Efren and his Dynamic Teens teach literacy, values and promote the basic rights of children. They bathe, clean wounds, and cut nails and hair. They travel almost five kilometers by foot around town every weekend and children flock to greet them. His K4 educators and volunteers are former juvenile delinquents themselves. He trains them weekly and helps send them into traditional schools.

Filipino skeptics were proven wrong when they thought that children were not part of nation-building. Efren and the Dynamic Teen Company have proven that real change happens when people join together and pursue their goals and live out their purpose. It’s a slow process and needs a lot of patience because they help bring forth change by touching one heart at a time.
Indeed, it is the youth that will inherit what the older generation left for them and hopefully not in the garbage dump condition at the rate trapos plunders whatever is left of the nation’s riches. Mikey Arroyo the "Marie Antoinette" defender of her mother's Le Cirque Brouhaha and Prospero Pichay ougth to take a hint or learn from Efren and his Dynamic Teen Company volunteers. So far they have touched the hearts and change the course of more than 10,000 kids and CNN Heroes recognizes the contribution of Efren “Kuya Ef!” Penaflorida Jr., and so should you by going to the site to vote for Efren “Kuya Ef!” Penaflorida Jr..

Sorsogon Representative Jose Solis still hungry for more Pork Barrel

Can you believe this guy is not happy with the present Priority Development Assistance Fund (PDAF) and the Various Infrastructure and Local Projects (VILP) better known as oink oink pork barrel is asking for more? In a report by Lira Dalangin-Fernadez, Jose Solis is seeking an increase without saying how much of an increase was needed, to quote:
Sorsogon Representative Jose Solis filed House Bill 1232 seeking to increase the discretionary funds of lawmakers “to adopt to the present high cost of commodities, especially construction materials.”
P70M each representatong receives yearly according to Solis is not at par with inflation rate due to the global financial crunch that necessitates pump-priming responses from the government. Really, if that is the case his boss Le Glutton de Gloria errr cheat oooops chief executive Arroyo is simply lying when she repeatedly states that the Philippines were not affected by the global financial meltdown. So who is telling the truth then? To quote further Lira Dalangin-Fernadez report below:
“The irregular, anemic and sometimes regressive annual adjustments in the aforesaid congressional funds, which have not taken into account the continuous rise in the prices of labor and construction materials, have correspondingly failed to stem the tide of widespread poverty and check the advance of disillusionment of the people,” Solis said.

He said the PDAF of House members had stayed at P30 million per lawmaker since 2007, while the VILP fund has been at P40 million per lawmaker since 2006.

The VILP was at P50 million in 2003 and 2004, and even plunged to P20 million in 2005 and 2006, he pointed out.

Senators, on the other hand, get P200 million a year in discretionary or pork barrel funds.
Is this amazing or what? Not that we approve of the senators P200M pork barrel but citing the senators allocation is like comparing apples and oranges. In case Solis is not aware the senators’ scope of coverage are nationwide while representatives only covers a small local district in the province.

The timing also does not make sense since this is Jose Solis last term having served his third term in office. So why ask for an increase of oink oink pork barrel now? Is it to make Flor the missus happy because she is fielding her as his replacement in the 2nd district while he eyes the gubernatorial position? Talk about political dynasty in the making and this is one of the solon who voted to con our asses’ errr I meant HB 1109 or Con Ass.

Is it really poverty alleviation when he was the one who proposed Human Security Act where Le Glutton de Arroyo tried to revive RA 1700 known as the Anti-Subversion law that is now deemed irrelevant? Ironically while all those solons who opposed the measure were urging the government to come up with poverty alleviation alternative to fight insurgency his position was Marcosian militaristic approach. What’s up with the change of heart or was it more about un-audited discretionary funds answerable to no one but their conscience if ever they have one?

The anti-graft court Sandiganbayan sentenced to up to 10 years in jail incumbent Sorsogon congressman Jose Solis after finding him guilty of graft and falsification for fraudulently classifying a government owned land to favor a private claimant more than 10 years ago.

Solis before his 3 term stint with congress was a former administrator of the National Mapping and Resource Information Administration (Namria), the government agency has the power and authority to classify, reclassify, assess and re-assess lands in the public domain.

A survey was conducted by the agency signed and approved by Solis on the false claim of Florencia Garcia-Diaz that 4,689 hectares hectares of the Fort Magsaysay Military Reservation in Nueva Ecija was not part and outside the reservation.
