If Pacquiao won, he would not be expected to pass any bill. He would be just continuing the performance of Custodio, who never authored any bill that became a law. (Much like those whiners Escudero and Cayetano! Sana napunta na lang kay Trillanes ang mga boto nila Cayetano at Escudero!))
