It appears that this sadist cop, PNP's "finest" P. Insp. Joselito Binayug has a refutation for cruelty among the poor people in Tondo, Manila where he is assigned. This is definitely a despicable act and requires no description as the video clearly illustrates such unspeakable aberration perpetrated by a suppossedly protector of the people..... with cops like him, it is no wonder there is a breakdown in law and order.
